Community water reliability
Ramanathapuram, Tamil Nadu
Water people can rely on
Households need dependable safe-water services. The proposed assessment will establish whether a local reliability gap remains after existing services and schemes are considered.
This is an investigation hypothesis. Regional screening evidence does not establish the local unmet need at an unselected site.
The next decision
Select a village cluster and confirm access for a water-service baseline.
Proposed outcome measurement
Days of reliable safe-water service; interruptions and verified water quality. Baseline values, targets and evaluation date are pending.
Preparation scope to discuss
- Select a site and obtain access and community participation.
- Establish the local baseline and the remaining service gap.
- Compare technical options and confirm delivery and maintenance roles.
- Prepare a reviewed design, lifecycle costs and an outcome measurement plan.
- Recommend proceeding, revising or stopping, with supporting evidence.
Preparation allowance: 6–12 weeks after access and a funded assessment mandate, subject to suitable field conditions. This is a planning allowance, not a contracted deadline; no start date is scheduled.
How costs must be presented
Show assessment, technical design, implementation, monitoring, administration, maintenance and replacement separately, with dated cost evidence, assumptions and contingency. No amount or unit-cost-to-impact claim is established in this brief.
Readiness and reporting
All seven readiness fields and critical permissions require review before an implementation funding proposal. Any agreement must identify reporting responsibility, schedule, spending evidence, measurement methods and treatment of changes or unspent funds.
